Bake potatoes until they are soft. Brown bacon and crumble; set aside. Cut potatoes in half and scoop pulp out and place in mixing bowl. Add cream cheese and butter. Add salt, pepper, 1 cup cheddar cheese to potato mixture. Add milk gradually. Stir in half of the crumbled bacon and add 2 green onions. Fill each potato skin with mixture and then top with 1 cup cheddar cheese, 1 green onion, and remaining bacon.
